
Harford Family House, Inc. HPRP Program Criteria
- Eligible households will be families with at least one child under 18 years of age and if a couple, be married.
- Must be a Harford County resident.
- Must be homeless according to the HUD definition:
- Sleeping in an emergency shelter or housed on motel voucher
- Sleeping in a place not meant for human habitation such as cars, parks, streets
- Staying in a hospital or other institution for up to 180 days but was sleeping in an emergency shelter or other place not meant for human habitation immediately prior to entry into the hospital or institution
- Graduating from or timing out of a transitional housing program
- Victims of domestic violence
- Eligible households will be screened for criminal background.
- Eligible households will not be actively using alcohol or drugs.
- Eligible households will be employed.
- Eligible households will provide proof of full custody of all children to be housed by this program.
- Eligible households may receive assistance with a security deposit for rent and utilities, rental assistance, housing search and placement and case management. This amount will be based upon need and funding and determined by the program manager.
- Eligible households will be at or below 50% of the median income
- Eligible households will be required to carry lease and utilities in their name.
The purpose of HPRP rapid re-housing funds is to assist eligible program participants to quickly obtain and sustain stable housing after the subsidy ends. Households who require longer-term housing assistance and services should be directed to other appropriate programs.
